In a special investigation, The Nation has uncovered evidence of a multibillion dollar deal that places former Secretary of State James Baker, Bush's special envoy in charge of reducing Iraq's debt, in "a classic conflict of interest," according to a leading expert on government ethics and regulations. The President's envoy is also Senior Counselor at the Carlyle Group, which stands to land a $1 billion investment as a result of the deal, which would restructure Iraq's debt to its neighbor Kuwait.
